The thing is, their are millions upon millions upon millions of possible names that would sound good in EVE (without having to resorting to '1337'names, unless you want to) . Any supposed 'cool' name is only 'cool' because it is in reference to or a copy of something else that is well known.
Anyone who wants to be called Cerberus can be......they just have to use their brain and think of a surname/forename they like...
'Cerberus Mikanto' or 'Cerberus Flyk' or 'Junto Cerburus'
And just because a player only has a million sp or account has been inactive for 'x' amount of time, doesn't mean they won't come back (3 million sp, inactive for 2yrs...)
The only possible way for CCP to do this would be to implement technology wherby if your account is unpaid for a certain period of time, your 'name' is freed, therby if someone else creates a character with that name, they get. If and when the original owner comes back, they are prompted to rename their character (this does happen on some mmo's that have specific theme's and account holders have 12 characters per server and like to sa***uard really good names that are applicable to that theme)
Unfortunatley, it really wouldn't work with EVE, as the game is designed in a way that 1 character is meant to be your focus (only 3 character slots and can only train one of those characters at a time)
And as I said, unless EVE had a few hundred million subscribers who all happened to live in the same country with the same cultural background with the same social upbringing and all have the same parents being born at the same time, then it will be very rare that someone who uses their imagination will come up with the same name
